The monumental federal building complete with a tower and clock emerged slowly. The chief Architect's Branch of the Department of Pubic Works ( later Public Works Canada) supervised their creation By the Second World War the trend towards towers had ended leaving behind a legacy of more than one hundred buildings in Canada West or Ontario.
