Summary: From the Introduction - " Art in public places as opposed to art intended for museums' walls tends to bring into greater focus the inevitable issue of artistic freedom versus public taste. In spite of the upsurge of public art in the last two decades or so and the greater awareness that has resulted for both artist and the public, the situation remains basically unresolved. Artists still find it difficult to find opportunities and open-minded sponsors for their art while sponsors often hesitate or simply refuse, for a variety of reason, to give artists a free hand. it was such a circumstance , later described as ' ... one of the most celebrated cases of censorship of art in recent memory,' that Melvin Charney's work was brought to greater public attention."
